Update as of January 24, 2024:  On January 23, 2024, the Planning and Zoning Board (PZB) approved the Tentative Plat of Subdivision and recommended approval of the Final Plat of Subdivision. City Council will have final authority on the Final Plat approval. This item is scheduled on the February 20, 2024 City Council meeting. The Council meeting materials can be found on the City Council meeting page under the meeting date once available.

Update as of January 12, 2024: The petitioner is requesting a combined Tentative and Final Plat of Subdivsion to consolidate three lots into one lot of record, which will be heard at the upcoming January 23, 2024 Planning and Zoning Board (PZB) meeting.

UPDATE as of September 6, 2023: The City Council reviewed the developer's revised plans and approved a development agreement regarding the proposed project.

UPDATE as of August 29, 2023: Developer Compasspoint Development (through Mylo Residential Graceland Property, LLC) approached City Council at its Tuesday, September 5, 2023, meeting, (7 p.m., 1420 Miner Street, City Hall, City Council Chambers) with an alternative proposal for the project. The developer proposed to amend its agreement with the City such that there would no longer be a requirement to acquire and develop a park at 1330 Webford, also known as The Dance Building site. The developer presented updated plans to illustrate the proposed building without the next-door park and offered alternative terms to increase compensation to the City for its former 1332 Webford parking lot ($300,000 instead of the previously accepted $10). The alternative terms also expressed a pledge to pay all building permit fees, some of which had been previously waived, and to pay a new fee in lieu of parkland dedication, given the 1330 Webford park would no longer be part of the credit.

The meeting was open to the public for attendance and comment on the proposal. The updated renderings and plans can be viewed at the bottom of this page.

UPDATE as of July 12, 2023: On April 17, 2023, the City Council approved (i) a Final Plat of Subdivision; (ii) a parkland fee-in-lieu-of obligation under the Subdivision Regulations; and (iii) a development agreement regarding the proposed project. The development agreement approval was a required component of the City's pending sale of the parking lot property at 1332 Webford, which is land that developer Compasspoint Development must buy from the City to build the project.

However, the developer is now requesting the real estate agreement for 1332 Webford be amended. The current agreement, approved and executed in 2022, requires acquisition of additional property, specifically 1330 Webford -- where a publicly accessible park is planned -- and 622 Graceland-1368 Webford, which is current location of the Journal & Topics newspaper property. The 1332 Webford sale must occur before August 1, 2023 to allow the necessary zoning map amendment (zoning change), approved in 2022, to become effective.

The Council will consider the developer's request for changes to the agreement at its Monday, July 17, 2023 meeting, 7 p.m., 1420 Miner Street (City Hall), City Council Chambers. UPDATE as of April 11, 2023: The City Council will consider multiple final approvals necessary for the project at its meeting on Monday, April 17, 2023, 7 p.m., City Hall Council Chambers, 1420 Miner Street, Des Plaines, IL.

The developer is requesting the Council's approvals of (i) a Final Plat of Subdivision; (ii) approval of method to fulfill the parkland or fee-in-lieu-of obligation under the Subdivision Regulations; and (iii) a development agreement.

UPDATE as of March 23, 2023: The Planning and Zoning Board (PZB) approved the Tentative Plat of Subdivision and forwarded its approval of the Final Plat of Subdivision to the City Council at its meeting on Tuesday, March 14. The PZB staff memo packet, which includes the Tentative and Final Plat of Subdivision and the Final Engineering drawings, can be downloaded below.

The Council has ultimate approval authority on a Final Plat of Subdivision, as well as all other required approvals to allow the project to proceed. The Council's next consideration of the project is expected at a meeting this spring, the date for which, once finalized, will be shared on this page.

Developer Compasspoint Development has shared the latest proposed plans for the park at 1330 Webford Avenue, as well as building renderings that are revised from the initial presentations in 2022. These plans can be downloaded below.

The City Council has approval authority on a Final Plat of Subdivision, as well as any other required approvals to allow the project to proceed. The Council's next consideration of the project is yet to be determined, and details will be shared on this page.

UPDATE as of January 3, 2023: Third Ward Alderman Sean Oskerka is hosting a ward meeting on Thursday, January 12 at 6 p.m. at Des Plaines City Hall, 1420 Miner Street, to discuss the proposed public green space at 1330 Webford Avenue. The public is invited to attend and to provide input on that space. Compasspoint Development will be at the meeting to solicit feedback.

UPDATE as of September 19, 2022: On Tuesday, September 6, the City Council approved the City's entrance into a purchase-and-sale agreement (PSA) for the City-owned public parking lot at 1332 Webford. This PSA is associated with the necessary zoning map amendment (zoning change) from the C-3 District to the C-5 District, which was approved August 1 but is not effective until the petitioner/developer completes the acquisition of 1332 Webford. The agreement, attached to the packet for the September 6 Council memo (link below), requires additional steps, such as approval of a subdivision (lot consolidation); the acquisition of 1330 Webford to become a future, publicly accessible green space; and approval of a development agreement.

Overall Project Summary

A redevelopment has been proposed for the contiguous property of 622 Graceland Avenue-1368 Webford (the current Journal & Topics property) and 1332 Webford Avenue (current public parking lot).

The proposed project is a full redevelopment for a mixed-use residential and commercial building. Proposed are  approximately 131 multifamily residential units with an open-to-the-public restaurant. For residents there are various amenities proposed throughout the development including an outdoor swimming pool and recreation deck. The proposed building is approximately 82 feet in height.

The development includes an indoor parking garage, with adjacent on-street parking spaces and a loading area on Webford. The proposed parking is intended to serve the residents and the restaurant, as well as create a supply of public parking to partially replace the surface lot at 1332 Webford.
