Overall Project Summary

Developer Luz and Associates is proposing redevelopment and new uses for two properties in the vicinity of the intersection of Graceland Avenue and Thacker Street:

  • Site A - 1217 Thacker/900 Graceland Avenue (3.17 acres, former site of Contour Saws) and
  • Site B - Approx. 919/921 Graceland Avenue (1.23 acre, surface parking lot)

The proposed projects would lead to multi-family and townhouse residential buildings on each site. This webpage will serve as the central point for all documents and plans.  Information about the developments and future public meetings will be posted here as it becomes available.

Project Requests and Status

The City Council voted unanimously to approve requests for the Contour Place Site A and Site B developments at its meeting on December 4, 2023.  The next steps in the process will be the submission of a Final Planned Unit Development Plat and Final Plat of Subdivision for Site A. Site B has been re-zoned to R-4, Central Core Residential District. 

The approved requests were the following: 

  • Site A (Site of former Contour Saws facility): (i) a Map Amendment to rezone from M-2 General Manufacturing to R-3 Townhouse Residential District; (ii) a Preliminary Planned Unit Development (PUD)
  • Site B (Site of surface parking lot): a Map Amendment to rezone from C-3 General Commercial to R-4 Central Core Residential District

Previous Planning and Zoning Board Workshop

The Planning and Zoning Board hosted a special meeting and workshop on June 6, 2023 to gain community input to shape this proposed development. Audio was recorded for this meeting, accessed at this link. The developer and team provided an overview of their preliminary concepts, answered questions, and collected feedback about this development.  No votes or actions on the proposed developments were taken.
