Logo for United States Department of Housing and Urban DevelopmentThe City of Des Plaines is classified as an entitlement community with a population of over 50,000 and receives an annual allocation of Community Development Block Grant (CDBG) funding from the Department of Housing and Urban Development (HUD).With these funds, The City provides low-and moderate-income households with financial assistance to perform eligible home rehabilitation projects. The City has partnered with the Northwest Housing Partnership to assist homeowners through this process. Find out more about the programs by downloading this flyer.

In previous years, the City has granted CDBG funds for the following programs:

  • Home Rehabilitation Programs
  • Financial Assistance for Public Service Programs
  • Public Facilities and Infrastructure Improvement Programs/Capital Improvements

Fair Housing Workshop

The Fair Housing Workshop will empower community members to recognize violations and take action, covering:

  • The protected classes under federal, state, and local (Cook County and specific towns) fair housing laws.
  • Reasonable accommodations for persons with disabilities.
  • Who is liable under the Fair Housing Act.
  • How fair housing laws are enforced.

If you or someone you know may have encountered housing discrimination, complaints and inquiries may be made directly to the Illinois Department of Human Rights. CDBG Annual Action Plan Hearing

The City of Des Plaines receives an annual allocation from the Community Development Block Grant (CDBG) program. Each year, the City must decide how to spend CDBG funding and create a list of programs, projects, and activities called the Annual Action Plan. A draft of the Annual Action Plan is available at the link below:

The public comment period for this plan is from June 5, 2024 to July 7, 2024. A recording of the Fair Housing Workshop and Annual Action Plan Public Hearing will be posted on this website after the meeting. Comments can be provided at the public hearing or by contacting Samantha Redman at 847-391-5384 or sredman@desplaines.org.
