Emergency Assistance Program Application
The Emergency Assistance Program is available to assist Des Plaines residents at risk of having their water disconnected and/or assist residents/homeless individuals with emergency food gift certificates and provide information/referrals to community resources/services.
Eligibility for financial assistance is considered on a case-by-case basis. The minimal eligibility for consideration is as follows:
- Must be a resident of incorporated Des Plaines
- Must be lacking in funds to pay said bill
- Must be experiencing a temporary financial hardship, such as loss of a job
- Must have a past due balance for a basic need, such as rent or utilities
- Must have a plan for sustainability, for example returning to work
